Kingsport Midtown: The Model City CNI Plan

The Kingsport Housing & Redevelopment Authority (KHRA) received a $300,000 Choice Neighborhood Planning Initiative (CNI) Grant in October 2012 for the revitalization of the Midtown neighborhood, which includes the historic downtown as well as the public housing property of the Robert E. Lee Apartments, the target housing site.

KHRA engaged a Planning Coordinator Team led by Urban Collage* to design and manage the 24-month planning process and create a Transformation Plan for the neighborhood, which builds on the planning legacy of John Nolen and existing and proposed plans. The initiative aimed to promote maximum involvement through community, resident, focus group and stakeholder and steering committee meetings and workshops. The Transformation Plan will serve as a roadmap for revitalization with specific focus on strategies for Housing, People and Neighborhood improvements for the Midtown community.
