Northeast Flint Community (Choice Neighborhood) Plan

The Flint Housing Commission and the City of Flint received a $500,000 Choice Neighborhoods (CNI) Planning Grant from the U.S. Department of Housing and Urban Development in December 2022 for developing a revitalization plan for the River Park Apartments and the northeast Flint neighborhood. Lord Aeck Sargent (LAS) was engaged to lead this transformation process, with COLLABO Planning + Design and ROWE. The two-year, community-driven process aimed to create actionable strategies for northeast Flint’s revitalization, targeting the core CNI areas of People, Neighborhood, and Housing. Facing years of disinvestment, this area has benefited from local organizations’ dedicated redevelopment efforts in the recent years.The LAS Planning Team collaborated closely with these groups, fostering a process that included all community members and aligned with ongoing neighborhood efforts. Residents played an integral part in the decision-making.


Equipped with valuable information and viable opportunities, they were empowered to contribute to the vision and help shape the future of their community themselves. The plan creates a comprehensive strategy of investment in Northeast Flint through multiple “catalytic housing sites” that total almost 400 new, mixed income units.
